请教通知提醒功能

想实现模块下发布内容后提醒管理员用户，如下图所示，指定uid为1，为啥通知错误，说uid参数为空呢

任务执行失败（39#用户uid参数为空，任务不能执行）：{name:bbstx,data:{sys_app:bbs,sys_uri:member/bbs/home/add,sys_time:1594632827,ip_address:湖南},config:{mobile:1,email:1}}
